Franchise Advertising Fund: Spending It in Google Ads
Locations pay in and head office decides where the pooled money goes. Search is the line where each dollar can be traced to a customer, if the tracking exists.
Where Does a Franchise Advertising Fund Go in Google Ads?
A franchise advertising fund is a pool of money paid in by franchisees and run by the franchisor. Google Ads is one of the places that pool can be spent.
The FTC franchise rule makes the franchisor disclose how the fund was used in the last fiscal year, as percentages for production, media placement and administrative expenses. Search clicks are media placement. Of those three lines, media placement is the one where a click, a lead and a sale can be tied together outside the ad platform.
What Can a Franchisee Ask to See About the Fund?
Item 11 of the franchise disclosure document covers the fund. Section 436.5(k) of the rule lists what the franchisor must state about it.
Who pays in
Who contributes, how much, and whether franchisor-owned outlets pay on the same basis as franchisees.
Who runs it
Who administers the fund, whether it is audited, and whether its financial statements are open to franchisees.
Where it went
How the money was used in the last fiscal year, split into production, media placement and administration.
What was left over
How unspent money is used, and what share of the fund is used mainly to sell new franchises.
These answers say where the money went. They do not say what it produced. LGG builds the tracking that answers that.

Keep each pool of money on its own campaigns.
A network often runs two or three pools: a national fund, a regional co-op, and local money from the franchisee. The rule has a separate disclosure for local or regional cooperatives, so the pools can follow different terms. A campaign has one budget, so a pool that has its own campaigns also has its own spend line in the account.
LGG sets this up in one ad account or under one manager account, as described on the franchise PPC agency page. The network operator decides how each pool is split between locations.
How Do You Prove the Fund Paid Off?
Bid on the sale, not the form fill.
Results roll up to LGG's tracking architecture, a tracking server that sits outside the ad platform. LGG reviews that data against what Google Ads reports, then adjusts bids to match. Every location is measured the same way, so a franchisee in one market can be compared with a franchisee in another.
The retail case study shows this at about 100 stores, with point-of-sale transactions reaching the tracking server within an hour of each purchase.
Questions Franchisees Ask About the Fund
Does a franchisee have to use the national fund's Google Ads account?
That depends on the franchise agreement and the disclosure document, so read Item 11 and ask the franchisor. LGG builds the setup the network operator chooses.
Who decides how much of the fund goes to Search?
The network operator decides. The tracking data shows what each channel returned, so the decision can rest on results.
Can fund campaigns and local campaigns cover the same area?
Overlap between pools is a structure decision. It is easier to review when every account sits under one manager account, which Google describes as one place to view and manage many accounts.
What spend does LGG work with?
Businesses spending $100K+ a month, counted across all locations combined, so no single location has to reach that on its own.
